The hotel's value for stay shows how dated the building and rooms are. My room's heater was not even working at all, and there is mold in the bathroom. So at night, I was cold most of the time, and the blanket didn't cover as much. I don't want to give a 2 out of 5 since this hotel just didn't match the other hotels I was in prior in my trip.

I stayed at Hotel JAL City Haneda for one night after arriving late at night, and it was a very comfortable and convenient choice. The airport shuttle bus made getting to and from Haneda Airport extremely easy, which was a big plus after a long flight. The staff were friendly and welcoming, and the room was a good size by Japanese standards; very clean, well-maintained, and comfortable. Overall, a smooth and pleasant short stay, and I’d happily stay here again for transit or early flights.

Overall is good but surcharge for early made us down. As an airport hotel, guests flying from all around the world with different arrival times, airport hotel should be more considerate to those who arrived early or leaving late. You have to wait exactly until 3pm or you will be charged otherwise, even rooms are available.
