Potential bed bug problem

Most of the stay was done. Couple of things need to be updated but most importantly I think they may have bed bugs. Me and my girlfriend were bit in a fashion that suggests bed bugs.

I booked a non-smoking room. We got a room that smelled like smoke. The floors had some kind of greasy gick on them. There were stains on the comforter & pillow case. The light bed to the bed didn't work. I have no idea how this hotel has such a high(ish) rating on Hotels.com.
