Double booked family stranded

Owner double booked us and we had no where to stay, they also did not want to issue a refund. I have 3 kids under 6 and we arrived at 10pm with people in the apartment that freaked heavily of cigarettes. Location is not near universal city like it said, and apartments are sketchy as hell. I would never want to stay here or recommend it.
