Lousy flat substituted for the one I had booked

How can I rate the stay when your agent did not supply the apartment I booked? Instead of a studio suitable for a remote working visit, I had 2 bedrooms, nowhere suitable to work, a kitchen that smelt as though something had died under the sink and days with no water.
