Tower23 is probably one of the better hotels on the beach if that's what you are looking for. Its a trendy hotel with a nice outdoor area, great views and good restaurant/bar (although it did not open until 11am for breakfast - room service available from 8am). Overall ok but it was not what we were looking for as a family in San Diego and it was definitely overpriced. The Sanctuary Suite (216) shared an outdoor terrace with the room next door. You could see the ocean if you leaned out far enough! The room was relatively clean but there were hairs on the pull out couch bed and no linens or pillows for it in the room. The mini fridge did not work. The bathroom is tacky with a shower curtain for "privacy" and noise from the plumbing at 7am was terrible. The Pacific Beach area for us was also really disappointing. We moved up to a hotel in La Jolla with a pool and amenities which was much nicer and less expensive.
